Crossroads Commons Statement of Purpose

Crossroads Commons is a community-led effort to preserve a highly visible and strategically located property for long-term public benefit rather than private commercial redevelopment. The immediate goal of the current fundraising campaign is to secure the land itself.

The broader vision for the property includes phased development of an outdoor community gathering space that could support activities such as farmers markets, concerts, community celebrations, civic gatherings, public art, seasonal events, trail-related amenities, recreation, and other community-centered uses.

The project is intentionally designed as a phased, community-informed effort that will evolve over time based on available funding, grants, donations, public input, and long-term sustainability planning. The current campaign is focused specifically on land acquisition as the first and most time-sensitive step.

Preliminary concepts for future phases include permanent features such as parking areas, restroom facilities, water access, gathering spaces, and additional park infrastructure. Final site plans will continue to evolve as planning progresses.

The goal is not to oppose business development. Washington County will continue to grow and develop commercially in many ways. The purpose of this project is to preserve one highly visible property as a long-term community asset that can support local nonprofits, public arts and music, family-friendly activities, civic engagement, recreation, and open green space for future generations.

Crossroads Commons is not intended to replace or compete with existing organizations or venues. Instead, the project is intended to complement existing infrastructure by creating an outdoor-focused, flexible, and centrally visible gathering space that can support a wide variety of community uses.

The vision is not to duplicate existing services, but to provide an adaptable public space that can support collaboration among organizations, informal gathering, civic engagement, arts programming, recreation, trail-related amenities, and community-led initiatives.

Many communities benefit from having multiple types of gathering spaces that serve different purposes. Crossroads Commons is intended to provide a welcoming, accessible outdoor environment that adds to the community’s existing assets rather than replacing them.

Financial Questions

Community Question

What happens if the fundraising goal is not met? Are donations restricted specifically to land acquisition?

Crossroads Commons Response

The current fundraising campaign is specifically for land acquisition related to the Crossroads Commons project. Donations are restricted to land acquisition and are being held in a dedicated Property Purchase Account at a local credit union. These funds are not used for operations, unrelated organizational expenses, or coalition property improvements during the fundraising campaign.

If the fundraising goal is not met, the property acquisition cannot be completed, or the transaction otherwise falls through, donors may request a refund through the organization’s official refund process, consistent with standard nonprofit practices for restricted charitable funds. Any applicable non-refundable transaction or processing fees may be excluded as outlined in the organization’s publicly posted refund policy available here on the website.

Donors may also choose, entirely at their discretion, to have their contribution redirected to support other community initiatives of the coalition instead of receiving a refund. No donations will be redirected or repurposed without explicit donor authorization.

The current estimated cost for the initial phase of park development is approximately $1.25 million, which would occur in stages over time through a combination of grants, donations, fundraising, and future capital support. The project is intentionally structured as a phased long-term development effort.

Operational expenses such as insurance, utilities, sanitation, and maintenance will be managed by the coalition with support from staff, board members, volunteers, local contractors, and future funding sources as development progresses.

Even if development occurs in phases over time, the intended purpose of the land acquisition remains the creation and long-term development of Crossroads Commons as a community park and gathering space.

Governance and Transparency

How are responsibilities managed between the organizations? Who controls land ownership and project decisions? Will financial reporting be publicly released?

Crossroads Commons leadership understands that accountability and transparency are critical to maintaining public trust.

The 501(c)(3) organization will own the property and is responsible for collecting and administering donations through a dedicated Property Purchase Account established specifically for the project. The organizations do have some shared board and leadership participation, which is common in many community nonprofit structures.

Major project decisions are guided through board oversight with ongoing member and community input throughout the planning process.

Financial records, organizational policies, and governance procedures are maintained in accordance with nonprofit requirements and applicable law. Annual financial information is available upon request as required by law, and the organization intends to continue providing public-facing updates regarding project progress and major development phases as planning continues.

Operational Feasibility

The property’s current zoning classification already supports both residential and commercial compatibility.

Future development phases are expected to include permanent infrastructure such as parking areas, restroom facilities, water access, landscaping, and other public amenities. Parking concepts currently include consideration of solar-covered parking areas, though final plans are still evolving.

ADA accessibility, sanitation planning, septic considerations, and long-term operational details will continue to be refined as the project advances into formal design and construction phases.

How will pedestrian overflow and event traffic be managed during larger gatherings?

The current vision for the property is focused primarily on small to mid-sized community events appropriate for the scale of the park and surrounding area. Larger event planning would require additional coordination, review, and operational planning.

Traffic flow, parking, ADA accessibility, emergency vehicle access, and pedestrian safety are all considerations that will continue to be evaluated as the project develops. Event staffing and security needs would also be addressed on a case-by-case basis depending on the nature and size of specific events.

The organization recognizes that responsible event planning requires coordination with local requirements, public safety considerations, and long-term operational sustainability.

Trail and Tourism Claims

What evidence supports projected trail usage and tourism impact?

Crossroads Commons is intended first and foremost to serve as a community asset for local residents.

At the same time, the organization believes the project may also provide value for future Monon South Trail users and visitors traveling through Washington County. While the property is not directly adjacent to the primary trail corridor, it is located only a short distance from the trailhead and could provide useful amenities such as public restrooms, water access, gathering space, and bicycle support amenities for trail riders visiting the community.

The project is not being justified solely on tourism projections. The primary vision remains centered on creating an accessible and welcoming public space that supports community connection, recreation, culture, and civic life within Washington County.

Public Access and Community Use

Will Crossroads Commons truly function as a public community space? Will groups with different political viewpoints be allowed to use the property?

Crossroads Commons Response

Crossroads Commons is intended to serve as an inclusive community gathering space for the broader public. The goal is to create a welcoming environment that can be used by a wide variety of community organizations, civic groups, nonprofits, families, artists, and residents.

Use of the space will not be based on political affiliation or viewpoint. Community groups across a broad range of perspectives would be eligible to use the space, subject to future scheduling policies, operational guidelines, safety requirements, and applicable laws.

Crossroads Commons will be owned and operated by a 501(c)(3) nonprofit organization and is intended to function as a community gathering space focused on recreation, arts, culture, and civic life. As a nonprofit organization, the coalition itself cannot endorse or participate in partisan political campaign activity. However, consistent with applicable laws and future facility-use policies, the space may be made available to a wide variety of community groups and public events.

As with most public and nonprofit venues, the organization reserves the right to prohibit activities that promote violence, illegal conduct, discrimination, harassment, or hateful behavior toward protected groups or individuals.

The long-term vision is for Crossroads Commons to function as a respectful, community-centered space that is welcoming and accessible to the public.

Relationship to Coalition Property

Will fundraising dollars also be used for the coalition house or adjacent coalition-owned property?

No. Donations made during the current fundraising campaign are restricted specifically to land acquisition for the Crossroads Commons project and are held in a dedicated Property Purchase Account.

Campaign funds are not being used for improvements, renovations, or operations related to the coalition house or other unrelated organizational expenses unless a donor explicitly chooses to redirect a contribution in accordance with the published refund and donation policies.

The coalition property may occasionally be used for limited event-support purposes, such as staging, volunteer coordination, performer preparation, restroom access, or logistical support during future events, at the organization’s discretion. However, the coalition property itself is not part of the public park space.

Community Considerations

How are nearby residents being considered as part of the project planning process?

Crossroads Commons is intended primarily as a quiet and accessible community green space for everyday public use, with occasional community programming and events.

At this early stage, the organization’s primary focus has been securing the property itself before moving into final development planning. Formal neighborhood outreach and future planning discussions will continue as the project evolves.

The property is situated in a location where surrounding properties are generally separated by streets or alleys rather than directly adjoining residential yards. Future event planning, traffic considerations, parking, hours of operation, and overall site management will continue to take surrounding residents and neighborhood impact into consideration as development progresses.

Community Question

Is the proposed community park preventing Wawa from coming to Salem?

No. The proposed community park is not what is preventing Wawa from coming to Salem.

Wawa’s interest involves acquiring an entire section of the block, including the Coalition office and multiple neighboring properties. The Coalition simply does not want to sell the property it recently purchased and invested in. That decision would exist whether the park project did or not.

The park proposal is a separate community project for adjacent property and is not an attempt to “block” Wawa from coming to Salem.
